When the President signed the Further Consolidated Appropriations Act into law back in December of 2019, it provided for the continued funding of the Patient-Centered Outcomes Research Institute (PCORI). The funding for PCORI was provided in the form of fees paid by health insurers and self-funded plans. That funding was supposed to end in July of 2019. However, the spending bill extended PCORI funding for another 10 years. Guidance was finally issued yesterday for PCORI fees for plans ending after October 2019.
The dollar amount that must be used to calculate the fee for policy years and plan years that end on or after October 1, 2019, and before October 1, 2020, is $2.54.
Plan sponsors may continue to use one of the following three methods specified in the regulations:
- Actual count method
- Snapshot method
- Form 5500 method
